Paul was born on December 30, 1936 in Roseburg, OR. He graduated from Myrtle Creek High School in 1955. He married his wife Jean three months later. They have five children, eight grandchildren and one great-grandchild.
Paul received a basketball scholarship to Oregon Institute of Technology where he majored in Surveying Technology. After graduation he joined the Oregon Department of Transportation. He retired from ODOT after nearly thirty-one years of service. He served as a surveyor, auditor, fiscal officer, and chief budget officer.
Paul joined the American Cribbage Congress in February 1990. He served three terms on the ACC Board of Directors. Four years on the Executive Committee (Vice-President for Policy and Executive at Large). He also served as Chairman of the Ethics Committee for five years. He has served as Grass Roots Region II Commissioner, and as Director of Grass Roots Club #46 for 13 years.
Paul was inducted into the Hall of Fame in 2005.
